Not meaning to offend you, but this poll has many flaws.  For example "Europe"...what does that mean?  Isn't Rome in Europe?  Besides, you forgot the Greeks on the list.  They are (especially Syracuse, in Sicily) arguably one of the most skilled in it, if not the most.

I will edit the poll, by europe I mean medieval europe of west and central east, I will put greece on there.
 
The Mongolians were useless at siege warfares and had to employ Chinese engineers.  Not sure how they took their earliest cities. 

Still, I guess their had an amazing propaganda team.  Send a few survivors with stories of mountains of skulls..  and the others start surrendering.
 
Something that should be clarified is whether this is really about who INVENTED the greatest variety of siege weaponry or who USED the greatest variety of siege weaponry.

Personally, I feel invention is the greatest criteria, since later groups could just copy what earlier peoples had already come up with (and inherently meaning that later nations/peoples have an advantage due to the natural snowball-like increase of weaponry with time).

Yeah, from what I've read about Greeks, they seem to have such big phalli when it comes to siege warfare, but most of the time they were just duking it out in front of the city walls or just trying to sit it through.
 
10 years at Troy, and in the end they developed a siege weapon which fooled the Trojans.  Maybe the engines didn't work and the guys were locked inside.
