It uses whatever is put into you inventory 1st so use your stash to reorganize. If you have no stash you can use the add to the discard screen and take back to re-order them(save first in case you miss-click).

I know you mean to shout this at the devs, but it's been requested like 50 TIMES ON THE APROPRIATE FORUM AND STILL NO LUCK.
