So ... is anyone looking at this ? TW ? Mod ? Future maybe ?

Well, mexxico spent months working on making the factions stay balanced for over 40 years. I really doubt they would include something that could potentially break the game (again) before the players could establish themselves (intentionally this time).

The game is generational, players, companions and lords follow this rule, they age and they die, having population would require the number to follow the same rules or just create an "immersive" mechanic that is disconnected from the generational aspect. Even if you include a migration mechanic along with it, you would still have to remove population from a settlement and shift it to another, and how would that be controlled? Logic would dictate that they would seek more prosperous settlements, which would make powerful factions more powerful by increasing their manpower pool.

Witht the Population system, they could wrk on the Culture system altogether, therefore would be viable and some sense Towns, villages and castles convert their culture

nah, main focus for TW is implementing new horse fart sounds atm - estimated release Q2 of 2021 for those. But after that, who knows...
At least be serious if you're nicking them.
To OP's point I think the population system might bring to the towns a new factor to the economy and maybe would influence the upcoming rebellions. Maybe even impact the way people talk around in the city? Something like "our bastard lord is again going to war and not spending to help construction" etc. But it would be pretty hard to implement, meaning they have to change the way prosperity and other things works and could break other things. Maybe it's been tried before, didn't work and got scrapped. That could be another possibility.
