That might be because it either ceased developement or you didn't checked for the russian community which might be behind it and delves in their own realms ^^

pathetic semblance of fashion in the Caucasus. I thought it was the right mod.I never found the link of this mod

I was not even aware of the existence of that mod 

If you don't see a download link and the mod is in the Caravan subboard, there is a high probability that it has not been released. Also you could just ask in the respective board if there has been a release. It's not like I know about the status of every modding project.
