There should be a setting in the campaign options to switch soldiers recruiting.
Personally, it annoys me immensely in the immersion of the game that I, as Imperial General, mostly fight Imperial troops, although it should actually be Battarians on the other side.
Sure, I can still recruit prisoners, but no longer from villages and towns.
And if you don't want it, check it out and everything is as it is now.
Also a good idea what you could also add
