Open Town has no garrison what so ever

So I'm using the diplomacy mod and have used tweakmb to modify relation gain with villages, and have had no issues when capturing the first 8 castles or towns. But the most recent one (Jelkala) when I went to garrison troops, the option is not there and in the town description states "This town has no garrison". Google was no help and I can see troops in garrison when hovering the cursor over the town from the world map, but can't access them to remove or add troops. Is this normal, and is there a fix?

do you own the town? Can only remove troops from your own settlement

That or the mod edited the files
