You can download Floris 2.4 Basic (2.4 for Native savegame compatibility that you asked for in the other thread) for the extra items and some scene changes (you'll find the older version in our main info/downloads thread, or on the M&B Nexus). Windows UAC is blocking you because, I assume, you have installed to Program Files.
