Resolved Stuttering/lagging on Campaign map 1.5.1

Summary: Stuttering and lagging on campaign map after a day or 2 in game time.
How to Reproduce: Start game on 1.5.1 and play for a few in game days

Computer Specs:
OS: Windows 10
GPU: Nvidia Titan X pascal
CPU: i9 9900k
RAM: 32GB
Motherboard: Z390 AORUS ULTRA
Storage Device (HDD/SSD): NVME M.2

Notes: Did notice and have a save in front of it of an unending battle between a merchant caravan and minor faction. I believe this might be causing the problem. Minor faction is at war with all empire factions but fighting Khuzait caravan that they are not at war with. Army troop numbers are not decreasing for either side. The minor faction is the hidden hand.
