Starving AI Garrisons

Noticed an issue with the AI constantly reinforcing Garrisons in settlements with persistent food shortages. This basically turns the settlement into a black hole that eats troops for them as the AI doesn't seem able to correct the shortages themselves, so multiple garrison troops starve daily. Then, once the garrison gets low, somebody swings by to leave more troops to starve.

The AI also seems to like to leave some of their better troops as well, which is probably contributing to a lot of Lords running around with peasant armies.

Simple band-aid: Make the AI not put troops in garrison if there's a food shortage.
 
The better bandaid would be to fix prosperity so that it wouldn't jack up food requirements to the point of unavoidable starvation.
 
Agreed. Prosperity growth should probably have an increasing malus the higher it gets. Could counteract it somewhat by having a bonus from having an incoming food surplus.
 
Sure seems like it. Every village feeding the last Khuzait city in my current observer game got burned and the city was at about -140 food and an appalling -17 garrison per day. Armies just kept riding by and filling it up day in and day out, often with some of their best troops.

Didn't notice it before, but it seems like every village produces some grain in addition to their primary product and the villagers sell the grain to the nearest city along with their regular goods. The city consumes food from it's market, so when there are no villagers showing up to dump grain it gets very bad quickly.

So a major city with all it's farms burned will kill over a dozen of it's faction's mid-to-high tier troops every day.
