Settlement menu shouldn't be disabled during siege.

There are many elite troops in my town. They suffer very high casualties since my surgeon's medicine skill doesn't apply to them. And I can't take them into my party even if I had enough room for them.
I also had some nice equipments (many banners) in the town and I can't put them on.
It makes no sense preventing me from doing things like these.
