It is up to the perspective, but 30th midnight is 31st basically. The question is what timezone, utc 31st and 11:59pm is the most optimistic one for me.

00:01 is basically 31 like he said but we dont know yet.

the second its midnight, its the next day, so for it to be midnight of the 30th, it would be just after 29th 23:59:59

But technically midnight is the transition from one day to the next, that is why people usually use 11:59 to prevent the confusion.
