is the rapid fire pistol from multiplayer in single player? if so what is it called?

If you mean the double barreled Dutch Pistol then yes. You can get it by going to a town, going to the town centre and ordering it from the weapon-master, if the city likes you, you can buy it for as little as 70,000.

I believe he meant the pistol from MP that has a speed rating of about 68..
I personally haven't seen this pistol anywhere in SP.

I haven't seen that exact pistol but I have seen some guns with around the same reload speed.

I ordered a hand made double barreled dutch pistol and it has 48 speed, which is faster than most, plus you have the 2 consecutive shots before a new reload.
