Resolved Quest triggers bugged?

Summary: Lords always want horses. The quest is way too common. I haven't seen a single Find The Spy quest since I started playing sandbox (since the release of sandbox). I don't know if it's a sandbox-specific issue, but it really needs some testing. So many "Bring me horses" quests, and sometimes a "train troops for garrison" quest, but that's really all I am seeing. I am now clan tier 3 and half-way through to 4, but still only the same quests are showing up. It's been this way ever since the release of sandbox, it's not a version-specific problem.
How to Reproduce: Play sandbox, do quests
Have you used cheats and if so which: no cheats
