Policy Question - Forgiveness of Debts

HI Guys, just wondering what exactly is the effectiveness for the policy of Forgiveness of Debts.

Settlement Loyalty is increased by 2 per day -- Totally got what it means.

Settlement production is reduced by 5%. ????? -- I don't know what dose Settlement production truly mean. Is it the construction daily production (affects how fast the buildings will be built) or anything else production?

I have compared the settlement daily production(construction production) before and after applying this policy and didn't see any difference. If it is not the Daily production, what it will be???

I think it's the items produced by villages, so it will effect taxes and food and prosperity growth. I'm not sure though, if anyone know more specifically I hope they answer you.
