New Culture Notables Not Appearing In New Campaign?

Made a new culture, got it working, but notables in settlements with the culture won't appear when I start a new campaign with it. If I load an existing campaign, I get the notables recruiting the new culture's troops. Any idea where to look to solve this?

Got the same problem but when I try adding different culture notables I think it just crashes. However using the old culture notables gives similar results for recruiting, I'd guess there is some type of template file that is called whenever a new game is created.
