Missing Prisoner Management

I have been playing for a while, and finally noticed a couple odd things, that led me to realized the prisoner management skill is not visible anywhere in my character sheet.

I can have 15 prisoners, except when I can have 25, 35 or 45, and it seems completely random what I can have at any given point.  eg - I might have 45 prisoners, no change to character level/companion composition and next time I end a battle i am only allowed 15 (so I have 45/15 prisoners).

What is going on?

I think the number of prisoners you can hold depends by the number of soldiers you have in your army.

There is no prisoner mangement skill. It is based on the size of your army I belive.
