Main campaign bug?

l've completed the "Unify Empire" quest, after this next quests are eliminate all factions except Battania and maybe Sturgia (dunno for sure cuz they're gone). The problem is that now l cannot make peace with them so l'm at war with everyone, which it's kinda frustrating, cuz you don't have time for anything else only running all over the map defendind your castles and towns.
The question is: is this a bug or that's the quest? Being at war with everyone and not being able to make peace until youeliminate all factions?

It is part of the quest. The "barbarian" kingdoms do not wish to see the empire restored. You need to weaken them before they will consider peace. This is tracked within the quest log. Regular peace options are not meant to work in this case.
