Most perks are still not implemented. All we can test is about if a certain perk is working. In this case, the community patch already fixed it.There were likely active things in it they wanted to test, so just turning it off would likely have been the wrong choice.
I rarely see anybody was talking about perk balance. For example, the one-handed perk, it is really hard to tell if the 3% damage increase or 15% less shield damage is balanced. I dont know where the devs get the idea of all perk system should be reworked. The old perks dont need test anymore because we are going to have new ones anyway.
