How to recruit troops of the Order of Sengahid?

I got interested in them from custom battles where they have scattershot gunners and I want to make a campaign based on such an army. i can't recruit from villages since they appear to be some sort of towns? I even conquered a castle but still can't recruit anyone. Do I have to build a shrine in a village?

Peasent women upgrade into Trainee warrior nun which in turn upgrade into sengahid units.
