heroes in scenes holding weapons?

I've placed heroes in scenes... They dont seem to hold their weapons in the scene while they stand there... Am i making a stupid mistake or is this not possible?

From what I can tell troops placed on a scene will only draw their weapon if they detect an enemy (and of course can use the weapon they have), so I don't know of a good way to make them have their weapons out in a regular non-battle scene.
