I did a spin of tryin' to rig up something vocaroolike for forum use, but it requires a bit more from server hardware and software than what my host can offer. (Also, as far as I can remember, it's not really a thing that is widely available for the public yet.)

But should be relatively low-effort to set up a script which can nab the files from vocaroo links for backup purposes.
