Summary: Extreme lag in battles since last patch including stuttering and sound cutting out.

GPU: NVIDIA GEFORCE RTX 2070 SUPER
CPU: intel core [email protected]
RAM: cosair 16gb
Motherboard:
Storage Device (HDD/SSD): 2tb seagate HDD
Severe lagging in battles and even during conversations and walking around town in game. At times sound will cut out for a minute or two and lurch back with all the sounds. Have my settings turned all the way down to medium from Geforce recommended (high) and it didn't make a different. I seem to be well above the system specs and have done some troubleshooting with performance over quality with the GFX card settings and nothing helped. Any help would be much appreciated!
