Eligibility for taking fiefs after a siege

What is the actual basis for being granted a fief or determining one's eligibility in the base game after your faction takes one? It seems at best to be random but I can never figure out the main basis behind it. Thankfully the Diplomacy Mod semi-fixes it but when my current factions takes a fief I am somehow given the fief with majority support. What is the reasoning? @Dejan ?
 
I think people have posted the code break down before, not sure if it's changed though. It gives you a score for if you are the ruler +, how much power you have (parties and garrisons)+, how poor you are (below a certain amount is+), if you took the fief alone (just your clan) +, very important is proximity to other owned fiefs++ closer is better, big bonus for owning no fief +++, so big you will nearly always get the fief if you own none. This is juts from playing, but I know the code was talked about at some point, probably lesser scholar and strat gaming might have videos too.
