Culture affect your troops

This may be a stupid question but, If I were to play my culture as Vlandia for their 20% combat xp, but became a vassal of the sturgians when I got villages and towns as a vassal of sturgia would they produce vlandia recruits or strugian recruits, or does it depend on the starting culture of the village? Thank you

the recruits don't change, if u start as vlandian and take an imperial city you will recruit imperial troops
