Continual health decrease

So after some positive ratings on the forum I gave a chance to 143. Is it just me or everyone experiences this issue. My character is continually loosing health. While I am waiting, traveling... I did not find any similar posts so it is only happening to me or nobody plays 143

Yes, after finished tutorial health goes from 100 to zero on world map .
But after I created couple of new characters who didn't have that kind of issue cuz I skipped tutorial , so I loaded troublesome save where I had this problem with loosing health and issue just gone . Health regen works properly now . Miracles .
Upd:
Just re-entered the game and it's back . On my current position I'm in hush furl , if I rest in the city - health goes up , if I start moving along without resting - health goes down.

On 1.4.3 thread. I’d report as bug as other people are having similar issues
