SP - General Combat Tips Perk working?

In Leadership at 25 skill, it states Party Leader - Increase recruit level of units of the same culture with you from NPCs. Does this take place after you make a kingdom?

Cause I still see tier 1 units in slot 4-5-6 in a lot of NPCs. I have had this perk for over a year in game, and almost every Empire village/town I see tier 1 units. Random I will see some t2, rarely a t3 unit to recruit.

It doesn't change the level of the troops. It gives access to an extra recruitment slot. They should probably word it better.
