Can't Find Noldor Castle?

Hello, Quifgen (Or whatever) said that I had access to it, but then I went to look for it right after, and I didn't see it in their forests...  Did I do something wrong?

You have 30 or higher relations with them and finished the jatu army quest?  It's by the lake in the Noldor forest.

Plus, it isn't visible until you are near it, so it will disappear from the map when out of your range of sight.

It is in the middle of the lake between Marleons and Rane.

Use google to find the PoP wikia and read about Qualis Gems there, it has all the information iirc.  Mostly you get them by capturing unique spawns.

Well you should be better off looking at the various parts of the FAQ or the quick questions thread. I'm sure somewhere compiled in there is most of anything you could think or ask.
