Need More Info Can't Enter Settlements or Talk to Parties

Summary: Part of rulers army as Southern Empire, capture Syronea, got awarded settlement, no can not enter any settlements or talk to any map parties, game pauses when attempted.
How to Reproduce: Be awarded a city?
