Caccamo Fief bugged?

My fief is Caccamo and my allegiance is to Sicily. However when I go to "recruit volunteers" it says 1 lance will cost 500 and all 5 lances will cost 2500. I thought lances are supposed to be free in fiefs that you own. Is this a bug?

Lances are free to hire only when your kingdom is at war. During peacetime you must pay for them.
