But apparently in Diplomacy setting policies like centralization and serfdom can increase vassals' tax inefficiency. Implying that vassals have tax inefficiency to start with. Or do they only have tax inefficiency in Diplomacy?
EDIT: I realize I've been saying "vassals" while meaning NPC lords and kings. Diplomacy is presumably talking only about the PC as a vassal.
