Are vassals affected by tax inefficiency?

But apparently in Diplomacy setting policies like centralization and serfdom can increase vassals' tax inefficiency. Implying that vassals have tax inefficiency to start with. Or do they only have tax inefficiency in Diplomacy?

EDIT: I realize I've been saying "vassals" while meaning NPC lords and kings. Diplomacy is presumably talking only about the PC as a vassal.

Unfortunately in Warband, the AI play under very different rules tham the Player, and in this case, the AI does not know the meaning of money.

In other words, AI does not use money so tax effiency does not apply on Vassals, only the Player.
