Right, you have to actually select "Walk around the streets" on any Town menu, then locate them where the weapon merchants were originally- look for Native shields and weapons in a stall.

That's because you own the city.
Or maybe because you're in the same faction? I wouldn't know, I haven't tried joining a faction yet.

Yea, just realised that you don't need to pay to the guy in your own cities either.
