mod error

Evertime I close my game and relaunch all my mods disappear and I have to uninstall and resubscribe to my mods. I only use the steam workshop mods and don't have Internet access most the time so idk why steam would mess with my files in offline mode.

mods are not working, help please.. I tried all the solutions on the internet but it doesn't work, please fix this problem, this problem only exists in xbox gamepass..
