When do the perks work?

Please tell me if I understand correctly in which cases the perks will work?

engineer - role in your party.
surgeon - role in your party.
quartermaster - role in your party.
scout - role in your party.

personal - personally for the owner of the perk.
army commander - when the perk owner gathers an army.
clan leader - if the owner of the perk is a clan leader.
captain - during the battle, if the owner of the perk is appointed the captain of the unit.
party leader - when the owner of the perk is the party leader.

governor - if the companion became the governor.
party member - what is it?


And what does "Active" mean in the "Self Promoter" perk?

You're correct about all of those.
party member - what is it?
That's just saying when selected you or a party member get more influence if you/they have that perk.
And what does "Active" mean in the "Self Promoter" perk?
I'm assuming that means your perk is actually active for your character.
 
1 probably a typo, should probably be party leader
2 the perk is selected, it is active, one or both perks can proc when condition are met, however sometimes this can be incorrect and say active even when the effect cannot be gained form that member or the perk isn't actually coded.
