the banner quest SPECIFICALLY says DO NOT decide which direction to go until you assemble the banner, but to forward EITHER of the other quests you have to tell that person "i've decided to destroy the empire" or "i've decided not to destroy the empire".

So you've got the banner quest specifically saying DO NOT DECIDE WHICH ROUTE TO GO UNTIL YOU ASSEMBLE THE BANNER, but you HAVE to say you've decided to get the rest of the banner pieces. This is just obviously wrong, and a simple fix.

It's not wrong. It's just telling you to lie to one person.

no, it specifically says "do not decide which route to go" but to move forward you have to decide. Yes you can undo that decision later, but you don't have that information when you have to click it. it's a gaff of writing that needs fixed.
