Resolved Leftover Development Scrap in Horses Triggered by Scouting Perk

Summary: There are leftover horses in the item system that can only be obtained by the 175 Scouting perk "Beast Whisperer".

How to Reproduce: With a 5% wandering through plains and steppes the perk will add horses like the one pictured. The 175 riding perk "Breeder" also allows these horses to reproduce
