I'm a new player, cant find how to set avatar on the forums? I see other players have avatars, cant seem to find link to change it? Thanks.

Icon with question mark on the top right, then click "Account Details".

You have to spend some time on the forum before you're able to change it, all new accounts have to wait like 48 hours or something.

It's a 24-25 hour period for new accounts, and those new accounts will see a hard to miss (but obviously not impossible to miss) notice at the top of all pages explaining these limitations until they are automatically lifted. Example:
