Do cunning lords make good Marshalls?

They don't make bad marshals, but they can be disloyal since their main concern is getting more land for themselves.

How good are they in terms of strategy and tactics?

I don't think personality actually has an influence on a marshal's ability to lead campaigns, aside from other people liking them or not.
