Need More Info Approach Settlement Crash

Yes, but I removed mods.
Summary: Upon getting near any settlement, my game will crash with multiple windows. I have removed my mods and the same issue persists.
How to Reproduce: I've used cheats to give myself troops, money etc to just have fun taking over the map. Its Winter 15, 1091, I have 569 troops, 59m coin, 7k influence, 600 food. I've taken 25% of the map and have paid npcs after persuasion checks to join my side. Now approaching towns gives me this crash
Have you used cheats and if so which: give troops, heal party, give money, teleport, give items (for food)
