In Progress 100% crash on benchmark tool or in game battle

Summary: game crashes 100% of the time with any settings combination even in "safe mode"
How to Reproduce: load the game, any resolution, any graphics settings high or low, full screen or windowed, dlss on or off, benchmark tool or any in game battle (any time the battle engine loads) it crashes
Have you used cheats and if so which: none vanilla install moving back and forth from 1.1 which works fine

it just refuses to load the battle engine and crashes every single time
