This is my first post here, thought maybe you might be able to use a save game just before the quest is completed.
I have a save gave where i can reproduce this 100% of the time.
Saved the game just before the turn in.
It appears that the bottom 10 lines of troups disappear, characters are ignored.
Let me know if someone wants a copy of the save game to look at it.
