Basic Factions:
Usa:The owner of America. President :grin:ick Richard.
NCR:Californian residents maybe it can be destpendet from USA but its a import ant faction for fallout.
NCR rangers:its destpendet for NCR.
Enclaves:works for USA's Sake, destpendet faction.

You read my mind dude. But I don’t understand, what do you want to make the whole map of the USA? It would not be better to take New Vegas as a basis with its plot and map (the map could be expanded based on the HOI 4 old world blues mod).
