Mamai, bugged?

Everytime I see Mamai and try to talk to him he responds with "Excuse me, I am busy."

This has happened over two save games and it seems I am unable to recruit him.

Is this a bug or is there something I am missing?

He will only talk to you if you're doing Cossack story and you have a quest to find him. Same thing with Colonel Zagloba.
