So I'm taking up this mod to play once again but my memory is failing me, so please help me please:
If I swear alliegence to Panderia and then conquer Beyruth or any other Tudor city- can I still recruit tiger knights?

Are they elite units? You can't recruit elite units, but if not you should be fine.

Yeah they are, but are they really restrictied to faction and not city?
