It's based on the amount of time you played, I'd guess.
Because I got one coupon and have 160 hours on it, my friend Jordan though got three, and he has 960 hours, and one other mate with 640 got two. So my guess would be 1 per every 300 hours even though that makes no sense.

Edit: How did you all get ESO beta keys, on my app it said "Excellent" match or something like that?
