Are military justacorps different from the civilian ones? Because the justacorps I know of were effectively introduced at least two decades later. Is this coat a sort of a precursor?

No, because in this time almost all soldiers are a mercenary soldiers. So there is no standard uniforms(only a few have same cloth, color or armor). Like this one:
