How and Where to begin in modding

Hello community, I am a mod noob and would really like to get one started. I have some good ideas in my brain that I'd like to express in a mod. So if you could post some tutorials or links to tutorials, other noobs and myself would be most appreciative. So in short, this is place to post modding tutorials. Simply fill out the following application and mabe someone can help you.

5. I cannot spend alot of money currently, so if someone could recommend some free software or techniques that'd be great.

Some speak of leavin the NW board for once. I've heard you can learn how to code in a modding board. Tis all rumor anyway.
