The Dragon Banner looks really cool, and the lore that goes with it is great too. But the stats it has absolutely suck. If memory serves, it does something like increase charge damage by 10%. There are other banners that have stronger effects than that. So I suggest increasing the stat, or even better, adding some kind of unique effect no other banner has. Maybe it could increase the hit points of all troops in its formation by 1 or 2 points. That would make it useful with any formation. Or it could add multiple effects, like increase charge damage, increase melee damage, and increase ranged damage. That would probably make the Dragon Banner the best banner in the game, and certainly make it the most unique banner. Just as it should be.
