Something I wanted to note here:
From this report onwards you will no longer only see the country which built up its military the most - you will now see which countries have built units, though what those units are and of what size and quantity will be hard to discern, excepting the fastest growing military.

==EUROPE==
1924 Vienna Olympics! Phenomenal!
The world has gathered in Vienna for the 1924 Olympic Games! First is the winter portion of the games, taking place in February in the mountains outside of Vienna. The events are curling, ice hockey, figure skating, and cross-country skiing.

Curling - The Scandinavian Union brings home the gold medal for Curling, after beating the soviets in a close match.
Ice Hockey - Canada cruises through the hockey tournament, beating every opponent it faces by at least ten points.
Figure Skating - The United States wins Olympic gold here, after an impressive performance by American skaters.
Cross-Country Skiing - The Soviet Union has several impressive cross-country skiers, and they take the entire podium despite the best efforts of other teams.

Next are the summer games, with events in swimming, sprinting, marathon running, horseback riding, football [soccer], rugby, and tennis. These events take place in June. The city has built several stadiums for those who wish to spectate.

Swimming -  Germany wins gold in swimming, despite an American being heavily favored.
Sprinting - The African Commonwealth wins a close race against racers from several European Countries.
Marathon - The African Commonwealth wins this event as well, and it’s not even close. They take the top four spots.
Equestrian  - The United States wins another gold here with an impressive performance.
Football - The Brazil national football team takes the gold medal from Italy in an exciting match. Football is the most popular sport of the games.
Rugby - Romania upsets the United Kingdom to take the rugby gold medal, the first gold medal in Romanian history.
Tennis - A Dutch tennis player takes the national tennis title, beating out a Frenchman in the gold medal game.

Overall, the olympics were seen as a great success, the games were exciting and there were no major problems with the events or anything of that sort. The citizens of Austria loved the games especially, being able to watch them in person. The world is already looking forward to the next games in 1928.

First Transatlantic Flight!
The finale to a multi-year cooperative undertaking between the Kingdom of Bohemia and the Empire of Mexico, the first transatlantic flight took place this year. A Czech pilot took the state-of-the-art plane from Paris to New York, making stops at the Azores and at Bermuda.
Experts hail this as the greatest moment in aviation's short history.

Alexei Rykov declared Premier!
Alexei Rykov, formerly chairman of the Council of Commissars, was welcomed with support from many high-ranking officials in the Soviet Union as premier. He gave a speech which echoed throughout the halls and streets of Petrograd, one that will be immortalized in Russian history for decades to come. Along with his newly-found premiership, the Soviet Union had its own symbolic new beginning, with the official recognition of being a Major Power in world affairs once again, considered to be so by other majors. At this, Alexei was proud, and there was emotion in his words, a sense that the worst of the Soviet Union's young history was over. He vowed that he would continue to lead as effectively and fairly as Lenin once had.
The first of perhaps many new programs to come, the Soviet Union has declared free housing for everyone.

The Zuiderzee!
After years of poldering, damming, and draining, the Zuiderzee which dominates the landscape of the Netherlands and is considered to be extremely arable land has been partially reclaimed. It may take many more months or even years before the entire sea is Dutch inland territory. Nonetheless it remains one of the greatest engineering feats of our time - especially if it proves a s
success.

El Estacion Nacional!
Spain is one of a few countries to host a government-owned radio transmission network which transmits regular messages to listeners all throughout Spain. News reports and the works of musical geniuses such as Mozart and Beethoven fill the air in Spain, and as its coverage increases so does its notoriety and popularity. While it has not reached Spain's distant (and close) colonies and territories yet, or even the entirety of the Spanish mainland, Spain's richest and most densely populated urban and industrial centers have been covered.
Many of the messages transmitted are advertisements for Romania O's - with King Alfonso XIII praising them and giving testimonials to the radio audience.

Expansion of Romania O's!
Romania's iconic and prosperous state company has extended its thirsty roots into foreign countries - finding immense success particularly in Spain, where 4 Romanian-owned factories have given tens of thousands of Spaniards generous payment and a job - analysts say that this could've been extraordinarily higher if Spain was in a worse-off economic position. Romania O's are being sold all throughout the world where foreign companies are allowed to co-exist.

Jubilance in Italy!
Italy rejoices as an infrastructural and industrial boom grips the country which has completely recovered from the coal disaster and recession of years long gone. Officially recognized, once again, as a Major Power, Italy has passed numerous reforms through its increasingly democratic government. One of these things was the establishment of public healthcare for all Italy's citizens, with some who are willing to pay more receiving extra attention and care. Benito Mussolini, leader of the fascist groups in Italy has expressed his support for the healthcare, but also believes it should be restricted to native Italians.

Spread of Fascism!
France and Italy are no longer the only countries that have to deal with the new radical ideas. Although their birthplace, perhaps not original birthplace, was in Italy, fascist groups have popped up in France and now Spain and Austria-Hungary - countries that appear particularly susceptible to Fascist concepts due to their multi-cultural and, at least in the latter case, nationalist societies.

Turkish Steelmills!
With some assistance by well-established industrial powers, Turkey has developed a new technique for refining iron into steel. Its steel refineries are the envy of the world of metallurgy - the most advanced in the world.

Romanian Soldier Salary!
Romania has begun to pay its soldiers to standards that far outclass any other country, while simultaneously offering soldiers who would desire it access to free education at Romania's most prestigious universities. The armed forces of Romania have grown in size greatly, and the soldiers are high-morale and extremely pleased, many of them diverting most or all of the pay to their families, whilst the University of Bucharest is overflowing with students from the military. In the long-term Romania is expected to have a much stronger class of intelligentsia. The military benefits provided by the government have been really popular among Romanians.

Danish Economic Crash!
Under strange circumstances, the Danish economy suddenly finds itself completely destroyed, the currency inflated to unprecedented levels. Suddenly impoverished and unexpectedly destitute, whilst the value of money drives ever ever further down, the Danish have sought international help, and many are leaving the country hoping to find new opportunities.

Romanian Prisons!
Romanian prisons have taken a radical and controversial step, giving prisoners access to amenities and recreational activities, as well as allowing them to learn a trade and possibly get a profession upon being released. Among other things, Romania has advocated for convicted felons to have less discrimination in employment, the lack of which being a major factor in returning to crime.

Mass Migration!
Broadcasts and subliminal messages translated into dozens of local languages have seen a mass migration to the prosperous country of the Scandinavian Union. The country's outstanding wealth and extremely high quality of life and development index have attracted migrants from all over the world - even other first-world developed nations such as the United Kingdom, France, and the United States.

Dr. Schuhmacher flees Europe!
The inventor of Penicillin, Dr. Schuhmacher, left the continent of Europe and his home country of Austria-Hungary when he was told that antibiotics would only be issued to Austrian citizens, albeit of whatever ethnicity. Having a strong desire to make antibiotics available for all peoples of the world, he fled to Japan, being escorted by a group of diplomats and armed bodyguards. He now makes his home in Tokyo.

- Economists say that the inflation rate in Germany has dropped significantly, after many years of being extortionately high.
- The 'economic miracle' has continued in Spain.
- Silesia was peacefully transferred back to Germany after years of Bohemian governance.

==NORTH AMERICA==
The Montreal Convention!
Canada has hosted the Montreal Convention, in an effort to expand upon the Geneva Convention. Signatories are to be widely published, and agree to the following:

1. Care and treatment for prisoners of war.
The Montreal Convention signatories agree that any and all captured soldiers and support staff will be guaranteed food, water, safe shelter, reasonable medical treatment, and safety from torture or violent interrogation. Once the war they were involved in has been completed then the captured personnel should be offered back to their home nation at a reasonable exchange rate.

2. Protection of civilians from acts of war or aggression.
The Montreal Convention signatories agree that the deliberate causation of civilian casualties will be barred. Civilian centers may still be targeted if they contain political, military, industrial, or trade targets, but direct attacks against the civilian populace with the sole intent of inflicting civilian casualties or deliberate exacerbation of civilian casualties during valid attacks should be illegal. Further, the signatories agree that civilians should be protected from rape, torture, humiliation, and other dehumanizing acts.

Canada's infrastructure system remains one of the most advanced in the world, feeding highly advanced refineries with large quantities of raw materials. Canada's economic boom continues.

Completion of the Colorado Dam!
One of the greatest feats of engineering in our time, the Colorado Dam has been built in the deserts of Northeastern Mexico. It has spawned an artificial lake and, as a by-product, a prosperous small town of 12,000 people known as 'La Ciudad del Rio' which is growing exponentially by the day.

Protests in Mexico!
Outside the Palacio Nacional de Mexico, the residence of the Emperor Maximiliano and his government, protestors from the Liberty Party have begun numerous demonstrations, considered by the government to largely be nothing more than a nuisance. Their demands for the king, whom I should add is a popular monarch, to abdicate have been met with serious debates ongoing in the streets around the palace. The guards of the palace were eventually ordered to kick the demonstrators out - which occurred with very little violence.

Caribbean Purchase!
In a purchase which has been compared to the Louisiana Purchase of more than a century ago, the United States has bought, for a massive sum of money, the entirety of the British possessions in the Americas, excepting those of the South Atlantic, along with British Guiana and Belize.
This was in return for, again, a really ridiculous amount of money, and a promise that British citizens would be provided for and have representation in politics, whilst simultaneously being able to retain their old statuses as they once were within the United Kingdom.

Guatemala joins the Empire!
Following the splintering of the United Provinces, Guatemala was integrated directly into Mexico as a territory, wishing to re-establish its former status as the most important city of the region.

Adam Buchanan's refuge in Vancouver has been the site of numerous demonstrations by Americans crossing the border into Canada, bringing with them signs with words on them.

Cuba recognized by Spain!
Following years of a tenuous situation between Spain and Cuba, Spain has officially recognized the country as independent following peace talks, and has built an embassy in Habana, the new nation's capital.

Mexican Canal 3/4 Done!
As work continues on the canal uninhibited this year (thanks to the withdrawal or deportation of the poachers and the safety of wildlife more or less secure) engineers are saying that its 3 quarters on the way to completion. "El Canal de la Liga Azteca" as it has come to be called, will hopefully be worth the several years and several million pesos worth of investment, bringing Mexico an ability to compete with the Panama Canal and being able to direct and shift the routes of global trade.

Manufactories for Polio Vaccine!
Mexico has devoted a small portion of its industrial capacity towards the manufacture of the polio vaccine, which is difficult to mass-produce at present. Mexico aims to be able to distribute the vaccine to many parts of the world, but particularly in its Asian colonies.

Canadian Hockey Games!
Canada spent most of the year really, really, really enthralled with its national hockey competitions. This time, the 1st and 2nd place prizes were given to Doctor Martinez in Mexico, creator of the polio vaccine, and to Dr. Schuhmacher, inventor of antibiotics, respectively.

==SOUTH AMERICA==
Chaco War!
Paraguay and Bolivia, now with some other parties involved, have continued their war over oil in the Chaco Boreal region.
Bolivia has retained the strategic initiative, but finds that Paraguay has achieved, for the most part, the upper hand. Despite first-world equipment and technology in the hands of Bolivian soldiers and direct assistance from other places, as well as the exploits of Admiral Kolchak, Paraguayan soldiers are superior marksmen, and Paraguay retains control of the valuable Paraguay and Uruguay rivers, allowing extremely quick and completely unfettered lines of supply to its soldiers.
Meanwhile, in the first air raids to take place on the continent, Paraguayan air forces have bombed Bolivian land-based supply lines, causing severe issues and halting the Bolivian offensive, all the while losing only 8 planes.
Despite being outnumbered and outgunned the Paraguayans have demonstrated bravery and tenacity in battle, and due to their good provisions (a result of the supply lines) are confident and high in morale.
Paraguay expressed disappointment to the international community, who refused to provide it with aid, yet Bolivia has been blatantly importing state-of-the-art military equipment from... somewhere. It condemns the actions of these countries.

After the initial opening strikes of either side, the war has boiled down to a war of attrition, one that Paraguay looks set to win if it can keep its naval dominance and aerial supremacy.

Venezuelan-Colombian War of Honor!
Colombia was provided several conditions and assistance in its invasion of Venezuela - also resulting from disputes over oil. Venezuela spoke publicly about its desire to nationalize its oil industry, which would mean a loss for Colombian and American companies. This was used to justify an invasion.
The two countries squared off, the Colombians expecting the war to be easy thanks to their imported weapons and military advice. Little did they know that Venezuela had these in good quantity as well, and was, at the very least, equal in capability to the Colombian force.
Aircraft, specifically British aircraft, and specifically of RAF design and typical quality manufacturing, ascended from newly-constructed Venezuelan airfields and took the fight to the skies - against Colombia's near non-existent and outdated air force. The planes have had nearly unstoppable ability in scouting and revealing enemy positions to Venezuelan artillery batteries and allowing Venezuela to establish zones of control and throw the Colombian army off-balance, causing heavy losses.
Through sheer determination and brute force, Colombian forces seized the Maracaibo region - the heart of Venezuela's oil industry and the site of the multitude of oil companies vying for the land. Venezuelan oil riggers had been armed to the teeth and fought bravely to defend their livelihoods, but typically only proved to be a slight nuisance to the Colombian forces. Occasionally they do destroy a supply truck or two.
Venezuela was fully prepared for the Colombian attack, having mobilized its armed forces ahead of time. Despite this, Venezuela looks set to lose the war unless circumstances change. As of now, the Colombians merely have to hold Maracaibo, starving Venezuela of its economy and livelihood, starving it of weapons, ammo, willpower, and most importantly - money.

- Colombia is now known as Gran Colombia, a puppet of the United States.
- The Patriotic Leagues were suspiciously silent!
- Admiral Kolchak has assembled several divisions and he is rumoured to be taking part in the Chaco War. Still hasn't paid his ****in' library dues.
- A line of fortifications adorns the border between Brazil and Argentina. Both countries' militaries are on high alert.

==AFRICA==
Civilization brought to Africa!
The French Foreign Legion received the blessing of Haile Selassie to expand French holdings in Africa, moving as far south as the Sahel line before losing momentum. The Legion has constructed roads, forts, and small settlements along the way, acting as outposts and resting points as France expands its colonial power ever southwards.

Public Education system!
The first of its kind in the world, Haile Selassie has declared that all children between the ages of 5 and 11 are to receive free public education, at the people's expense.

Congo Dam nears completion!
The largest (in both size and potential energy output) hydroelectric dam in the world is nearing completion in Kinshasha along the Congo River, a project which aims to bring power and prosperity to the region.

Haile Selassie's Love
Black organizations through the world have, with African sponsorship, formed extensive charity networks dedicated to the provisioning and wellbeing of members of the Black diaspora throughout the world - from the bottom rungs of society to the very top. The Emperor, where it was possible, has issued loans to these aspiring men, who have sought better education or simply to provide for their growing families better.

African Metro
In major cities of the African Commonwealth a new "underground railroad" sees the light of day - or rather, doesn't - creating a new means of transportation and a means to get places quickly.

- Liberia and Madagascar both became new territories of the African Commonwealth. While Liberia is integrating just fine, there seems to be tensions building up in Madagascar.

==ASIA==
Imperial Academy!
A highly prestigious academy has been built in Kajima, a town in Japan. While an all-purpose school at heart, it specializes in medicine and high-technology electronics, such as the rumored "computer" the Japanese are developing. Dr. Schuhmacher was originally the head of the medicine department, but doesn't feel qualified for that line of work.

Operation 'Reduction'
French marines and naval assets stormed the city of Lianjiang and seized the island of Hainan from the Guangxi Clique. Although the country has made peace with Spain after it was pushed out of the Philippines, it did not make peace with France, who is continuing the war effort. Guangxi Clique has had its shipping attacked and harassed by three nations, with French mariners reporting African and Mexican ships operating in the Clique's territorial waters.
Despite initial success and extremely low casualties compared to what was expected, the French were unable to press on their advance and complete their operational objective, due to a lack of supplies and severe logistical strain caused by the distance of the war from any supply depot or manufactory.

Dr. Schuhmacher in Japan!
After fleeing, with escort, from Austria, Dr. Schuhmacher has made his home in Tokyo, Japan, where he is serving briefly as the head of the department of medicine at the Imperial University. He has also been overseeing extensive construction projects of new factories designed to manufacture penicillin, and has given detailed assessments of Japan's ability to procure its ingredients and usage, among other things.

Mao Zedong Breaks through!
After two years of slow and seemingly endless fighting, Mao Zedong has broken through and established a friendly border to this northern flank. It appears his war effort is continuing to press hard on Xibei San Ma and Shaanxi, but at the moment is applying most of the pressure on the Shaanxi, who are not able to resist his efforts for long.

Republic of China behaves erratically
The Republic of China seems to have gone crazy, with leaders making schizophrenic decisions and behaving very erratically. It can't seem to decide what to do, and its offensives and tactical ability have greatly degraded, giving Mao a lot more leeway than expected. The Republic has ceased its offensives against Xibei and Shaanxi, however, despite having initiated them not too long ago, in an effort to relieve some pressure from these nations so that they may better resist Mao.

Cuba:
Cuba has been officially recognized as a state by Spain and the United States, and we beckon the other nations of the world to do the same. Our status as an independent nation is no longer in doubt, but in order to solidify greater autonomy, we seek for other countries of the world to consider us as a country and no longer part of Spain.

As one of our first international acts, Cuba will sign the Montreal Convention.
 
The Inca Empire recognized the sovereignty of Cuba, and is fairly sure we already signed the Montreal Convention.

Did you mention signing it in your orders? If not, then just add it in for this coming turn's orders.



Canada wishes to make a statement concerning Adam Buchanan, the exiled socialist leader from the United States of America. Mr. Buchanan has proven to be a violent radical who has seized a small parcel of our land and has led to a tense hostage stand off against my police forces when investigators attempted to speak with him concerning the unlawful seizure of Canadian land. We would like to sympathize with Mr. Buchanan's socialist views, but Canada is not a violent nation and we do not spread economic ideology by the sword. Canada will be taking legal actions to disarm and arrest Mr. Buchanan soon; we hope that he will surrender without violence, as he did turn over his hostages without incident, but he will not escape culpability for his unlawful actions.
 
You were listed as a signer if you put it in your orders, or it was otherwise implied by an action you took (France did not sign it directly for example, but mentioned following its rules during the war in Asia.)
 
Ah, I assumed that by posting it here I signed it. I'll do that in my orders.
