where is the mayor?

I cann't find the mayor in the town... i need help.

He is in the Boulevard Scene:

Go to the streets
Walk into the street at your left hand side behind the house at your left
Walk a bit against the invisible border
Now get onto the Boulevard;

the Mayor will be behind the statue place at the right...
