Edit: Actually nope, but he played with Arborea in RTC1.

Says only the winners of RTC1 can't join and any that have played in major tournaments since then. You should focus more on making sure you have read the rules before jumping onto other peoples mistakes.

You would have to make a team and captain it to be on one mate.

The veteran status doesn't mean only to be a captain, just usually only veterans capable to build a team.
